UAE Cabinet approves AI-powered legislative system

The UAE Cabinet has approved the launch of the country’s first integrated regulatory intelligence ecosystem, a major step in smart governance.

The new ecosystem leverages advanced artificial intelligence to streamline legislative planning, making it more dynamic, data-driven and responsive.

It introduces a proactive model that enables the government to adapt rapidly to global geopolitical, economic and technological changes.

The system will include the largest national legislative database, integrating federal and local laws, judicial rulings, executive procedures and public services into one intelligent platform.

It will also monitor international legal developments in real time, identify gaps in the current legal framework, and suggest timely updates.

This transformation aims to reduce the legislative process time by up to 70 per cent.

As part of this initiative, the Cabinet also approved the establishment of the Regulatory Intelligence Office, which will operate under the General Secretariat of the Cabinet.

The office will lead the design, implementation and coordination of the ecosystem, working in close partnership with federal and local authorities as well as private sector stakeholders.

Other key approvals and reviews:

Energy Efficiency Global Alliance
The Cabinet approved the official launch of the Energy Efficiency Global Alliance, announced during COP28. The Alliance aims to double global energy efficiency rates by 2030 through international cooperation, policy development, and shared expertise.

Make it in the Emirates Forum
The Cabinet reviewed the outcomes of the “Make it in the Emirates” Forum 2024, a national platform to boost local industrial investment and production.

Since its inception, the forum has hosted over 13,000 participants, conducted more than 200 specialized sessions, and generated billions in manufacturing and supply agreements.

In 2024, the industrial sector contributed AED 210 billion to the national GDP, a 59 per cent increase from 2020, with AED 197 billion in exports and national spending surpassing AED 110 billion.

Plant the Emirates Campaign
Significant progress was shared on the "Plant the Emirates" initiative. As of April 2025, 459,698 trees have been planted, alongside the distribution of over 593,000 seedlings and the scattering of more than 6.5 million seeds across natural habitats.

Over 5,000 students and 8,200 volunteers have taken part in the campaign, which included educational outreach to 1,349 schools and 109 agricultural workshops.

The Cabinet also approved the formation of the National Agricultural Centre Board, chaired by Dr. Amna bint Abdullah Al Dahak Al Shamsi, Minister of Climate Change and Environment.

Tax System Enhancements
The Cabinet reviewed updates on the development of the UAE's tax system, which continues to rank highly in global competitiveness.

According to the IMD World Competitiveness Report 2023, the UAE ranked second globally in the Index of Combating Tax Evasion, fourth in Consumption Tax Rate, and fifth in Tax Policy Efficiency.

Emirates Council for Balanced Development
The Cabinet approved a decision in the same meeting to restructure the Emirates Council for Balanced Development, chaired by His Highness Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Deputy Chairman of the Presidential Court for Development and Fallen Heroes' Affairs.

National Housing Programme
The Cabinet reviewed progress on the Sheikh Zayed Housing Programme. From 2022 to 2024, 9,468 housing loan decisions were issued—exceeding the target, with total approved financing reaching over AED 7.5 billion.

Cultural and Creative Industries
Updates were provided on the National Strategy for Cultural and Creative Industries, including the launch of the Emirates Culture and Creativity Medal, National Culture and Creativity Grant Programme, and the National Framework for Cultural Activities in Schools.

National Sports Strategy
The Cabinet reviewed outcomes of the National Sports Strategy, including the successful launch of the National University Games Project, which engaged over 1,700 students, fostering youth participation and national pride through sports.

Autism Policy Progress
The Cabinet was also briefed on the implementation of the National Autism Policy, which focuses on early detection, integrated services and national diagnostic guidelines to better support individuals with autism and their families.

Foreign Affairs
In international cooperation, the Cabinet approved the ratification of 12 international agreements and the launch of negotiations for 32 new international agreements and MoUs, further strengthening the UAE’s global partnerships.
